Section 3602-e of Education Law defines an “eligible child” as a resident child who is four years of age on or before December 1st of the school year in which they are enrolled or who will otherwise be first eligible to enter public school kindergarten commencing with the following school year. For those districts that have State UPK allocational funding for resident children of three years of age, the same policies apply.
As per NYSED regulations, each school district that has a UPK must have a lottery system in place for the placement of students. Yes, the district provides transportation to all of our students, including our UPK students. Any student who is 3 years of age will need to be in a car seat and buckled in.
If your child has been randomly selected through the lottery process, the parent or guardian will be contacted by the district.
No. The district reserves the right to place your child at either Mooers Elementary or Rouses Point Elementary School. The district will do its best to place children within their geographic catchment area and place them in their local community school. Students residing in the “Flex Zone” of our district will be placed based on district transportation routes.
A collaborative team consisting of the superintendent, building administrators, and transportation director will determine what school each child will attend.
The Flex Zone term is used when placing elementary students in either Mooers Elementary or Rouses Point Elementary. This term refers to students that reside in the Champlain area of our district. This term was developed when Champlain Elementary was closed at the end of the 2002-2003 school year.
This year, the district will be conducting screenings for UPK students on June 17, 18, & 20, at the NCCS High School/Middle School in the Library Media Center. (Screening is by appointment only. The NCCS Registrar will contact the parent/guardian according to lottery selection and set up an appointment. The first appointment each day will be at 8:15, and the last appointment will be at 2:30.)
If there are more students than available seats at the time of the lottery, students not selected will be placed on a waitlist.
No, your child will not be eligible for the lottery if all of the paperwork (two forms of residency, birth certificate. (Health records can come later faxed or emailed to our nursing staff).
If, on the predetermined district date of the UPK lottery, there are more seats than students, all the eligible registered students will have a seat in the class.
Two things can happen to students after the lottery.
No. Having a sibling selected in the UPK lottery does not guarantee a spot for the other sibling/s. Each child’s name has to be selected to ensure their seat in the UPK program.
